Minutes for February 18, 2003 @ 7:30pm

 

Members present - Russ Peterman, Vice President and Patricia Hightower, Treasurer

The meeting was called to order by Russ Peterman, Vice President.

Election of Officers and Committee Assignments -

Russ described the role of each officer and the various committees necessary to support the association. The following members agreed to serve as Officers: Russ Peterman as President, Frank Bradley as Vice-President, Patricia Hightower as Treasurer and Lisa Morris as Secretary.

Frank Bradley moved to accept the proposed slate of officers. Lisa Morris seconded and the motion carried unanimously.

Following a description of the various committees necessary to support the association, the following members agreed to serve as committee chairman: Steve Morris for Restrictions, Terri Coahran for Membership/Communications, Delores Wallace for Roads/Trash, Ed Pastor for Water, and Mike Metz for Security.

Frank moved to appoint the proposed members as committee chairman. The motion was seconded and carried unanimously.

Restrictions Report

There was lengthy discussion regarding enforcement of use restrictions, how to handle concerns, complaints and suggestions on matters relative to use restrictions and varying differences in restrictions for the subdivisions included in the NLLOA. Russ will meet with Steve to discuss restrictions and responsibilities. Don Wallace also agreed serve on this committee.

Patricia received a letter from the Ohio Casualty Group regarding the policy for the board. The letter states that unless the policy is changed, the board will not be covered for losses sustained by acts of terrorism. The premium is $300 per year and is renewed on April 1st. Patricia will obtain the cost associated with the additional coverage and will bring the policy to the next meeting. This item will be added to the next meeting agenda.

Membership/Communications Report

The various methods of communicating with members were discussed. Newsletters will be mailed on a quarterly basis. Use of email, a listserv and the web-site are encouraged. Frank agreed to contact Walt Stueck to discuss ideas for increasing membership. Deborah Weiss, Frank Bradley, and Mike Metz will serve on this committee.

A listserv is an electronic bulletin board where messages are posted. It can be used for reporting alerts of suspicious activity or hazardous situations, news about plans for roads and other matters affecting the community, announcements of meetings, garage sales, and other events. To subscribe, send a blank message from your email address to northlake-subscribe@yahoogroups.com. To post a message, send an email to northlake@yahoogroups.com. Any problems encountered with the listserv should be reported to Ed and Deborah Weiss at 931-2044. The listserv information will be included in the next newsletter as well as including it in The Sun newspaper.

Patricia will obtain an up-to-date residency listing from the county.

Membership: Receive seven (7) membership renewals.

Security -

Mike Metz identified the fear of crime as a serious problem in North Lake, and discussed four points to address it:

1) Get our neighborhood watch signs posted and in order

2) Formalize neighborhood watch patrols

3) Improve communication with an email list and phone tree

4) Improve education on crime prevention

-Conducted second free concealed handgun license class on 2/2/03

-Hosted a guest speaker from American Council on Personal Safety on 2/16/03.

These four actions will empower our community to feel safer and be safer. Through collaboration, we can realize success by investing a small amount of time in this community-law enforcement partnership.

Roads / Trash Report

Delores reported to the county on potholes that needed to be repaired and stop signs that needed to be replaced due to fading. Delores requested a copy of the sign in sheets from the past two annual meetings. She will use this list to coordinate the next cleanup date. Cleanup Day is typically held on the second Saturday of the month.

The minutes of the annual meeting were reviewed. Mike recommended that in the first paragraph, third sentence be changed from "robberies" to "thefts".

New Business:

The discussion focused on two issues:

    1. Restrictions on residents residing in the upstairs living quarters of the garage. This family built and moved into the garage. They planned to live above the garage while the house was built. The slab for a house was poured and then construction stopped. The family still lives in the garage. Russ discussed a few scenarios on how restrictions are handled. When an individual has a complaint or concern about restriction violations, the board encourages the member to discuss it with the homeowner/landowner. If the issue cannot be resolved, then the board can become involved by seeking legal counsel.
    2. Traffic signal at the intersection of Williams Drive and FM 3405. Russ reported that there are plans to install a traffic light at the intersection of Williams Drive and FM 3405. Other proposed road changes discussed: plans to route the intersection of FM3405 and Williams Drive to intersect at 4-T Ranch and widen Williams Drive to four lanes with a center turn lane from Cedar Breaks Road to FM 3405. A traffic light will also be installed where Jim Hogg Road intersects with Williams Drive.
