Russ Peterman, President, called the meeting to order at 7:30 p.m.
Board Members present - Russ Peterman, President; Patricia Hightower, Treasurer; Lisa Morris, Secretary; Steve Morris, Restrictions; Mike Metz, Security; Delores Wallace, Roads/Trash; Terri Coahran, Membership/Communications.
Association Members present: Ed Markovitz
Approval of Minutes - The minutes of the last meeting were reviewed. Ed moved to accept the minutes as written. Delores seconded and the motion carried.

- The deposits included membership dues received from 10 new members and the February Money Market was $7.59 interest accrued. The expenses covered the cost of the county tax list.
- Patricia reported that the insurance agent indicated that the policy does cover acts of terrorism but does not provide any coverage for the officers. Terri will provide information on a liability policy that a local PTA has purchased. It covers all of the officers for $100 per year. Russ will review the current policy to determine if it should be renewed. The renewal date is April 7, 2003.
Restrictions Report
- Steve, Don and Russ will meet to discuss restrictions and responsibilities. Steve has requested copies of the forms used to report restriction violations and the forms used to approve building plans for new structures.
- In the past, restrictions have been enforced only in the North Lake subdivision, not in Twin Springs I and II. Russ also indicated that North Lake may not be a legally platted subdivision and that the North Lake Corporation only addresses the restrictions for the North Lake subdivision. The other subdivisions, such as Twin Springs I, have different sets of restrictions. In regards to enforcing restriction violations, the NLLOA can seek legal counsel and take civil action against landowners.
- Suggestions were made to clarify the boundaries of the North Lake subdivision and consider changing the restrictions. Patricia reported that any restriction changes require 75% approval of all landowners; therefore, recommends increasing membership before attempting to change restrictions.
Security Report
- Concealed Handgun License Class - Mike has scheduled another class from 8 a.m. - 6 p.m. on Sunday, March 30 at the gun range near Hwy 183 and Andice Road. The class is free to North Lake residents. Each student must pass a written and shooting test. Gun rentals are available from the range. He will offer these classes a few more times before July. In conjunction with that class, he is offering introductory firearms safety lessons by appointment only on the Friday and Saturday before the handgun class. It is also open to North Lake residents whether or not they are taking the Concealed Handgun Class.
- Neighborhood Watch - A meeting is tentatively scheduled for Sunday, May 18, at 2 p.m. This meeting is open to all North Lake residents. Patricia will invite John Mespero, County Sheriff, to speak at the meeting. Mike will coordinate the location, firm up the date and invite other speakers. The location and date of the meeting will be included in the newsletter.
- A block party will also be scheduled in coordination with National Night Out. Patricia recommended the party be held on the corner of Sunset and Valley View near her house. We need more signs indicating an active Neighborhood Watch in the subdivision. Poles are already available. Mike will obtain ordering information for more signs to be strategically posted.
- Crime Statistics - Mike reported that in the last month, the county received a narcotics call on Mockingbird, burglary on CR 248, shots fired on Neches and recovered runaway on Navajo. He will also provide additional articles and summary statistics for the past year to be included in the newsletter.
Water Report - Ed Pastor is unable to attend the meetings; therefore, Russ will contact him to obtain a report.
Membership/Communications Report
- The committee will reschedule the meeting to develop a plan and coordinate efforts to increase the membership. If the committee decides to canvas the subdivision door-to-door, the directors recommend that members travel in pairs.
- Distribution of a quarterly newsletter with information and articles of interest will help to increase membership. Lisa will provide the committee with a list of landowners, addresses, phone numbers and email addresses.
- Russ suggested that the committee consider a new level of membership for commercial owners. Dues could be set at $100 and a small advertisement would be included in the quarterly newsletters.
- Membership supplies were given to Terri. A short committee meeting will be held after the board meeting.
Roads / Trash Report
- Delores reported that she has driven the roads and needs to do this again. Sherry Gladewell provided her with packets and forms to use to document violations, such as junk cars. These forms are kept on file for future reference and used if a letter to the owner is deemed necessary.
- Clean Up Day - The next Clean Up day is tentatively scheduled for 9:30 a.m. on March 29th. If the newsletter is not mailed on time, it may be re-scheduled for April 5th. We will meet at the intersection of 3405 and 2338. Orange vests are provided but bring your own gloves. Clean Up will cover the area on 2338 from Ridgewood to the mileage sign east of 3405 and on 3405 between the two North Lake subdivision signs.
Old Business:
- The web-site is located at http://www.geocities.com/northlaketx. We will pursue obtaining a domain name.
- A letter to the bank was prepared identifying the new president for signature authority. Russ and Patricia will deliver the letter to the bank and Russ will sign the signature card.
- Patricia reported that the county does not consider Twin Springs I and II as part of the North Lake subdivision; therefore, we will be required to pay an additional $100 for the tax listing. The board approved the funds to obtain the additional tax listing.
New Business:
- Newsletter - Two checks were given to Lisa to be used to for printing the newsletter and to buy postage. The newsletter should be mailed by March 25th. This edition of the newsletter will be printed at a local printer and will be mailed to all North Lake landowners. Members only will receive a newsletter printed in color.
- Because printing costs are so high, the board agreed that it might be less expensive to purchase a color printer and supplies to produce the newsletter. Lisa will obtain costs for purchasing a color printer and cartridges.
The meeting adjourned at 9 p.m.
