North Lake Land Owners Association
April 15, 2003
Russ Peterman, President, called the meeting to order at 7:30 p.m.
Board Members present - Russ Peterman, President; Patricia Hightower, Treasurer; Lisa Morris, Secretary; Steve Morris, Restrictions; Mike Metz, Security; Delores Wallace, Roads/Trash; Terri Coahran, Membership/Communications.
Association Members present: Ed Markovitz, Janet Nongbri, and Belinda and Steve Hyde
Approval of Minutes - The minutes of the previous meeting were reviewed. Patricia reported a change to the Treasurer's Report to reflect the correct ending balance of $6,515.50. Steve moved to accept the minutes as corrected. Patricia seconded and the motion carried.

- The deposits included $165.00 in membership dues and $8.16 from the Money Market account. The expenses covered the cost of the county tax list. Expenses included $382 for printing, $40 for meeting room rental, $203.50 for postage, $14.40 for street light, $50 for Twin Springs Tax list; $120.41 for signs and $10 to reimburse Lisa for stamps.
Restrictions Report
- A resident on Ridgewood issued a complaint about two portable storage buildings on property located on Mockingbird Lane.
- Numerous calls were received regarding the sign on Valley View Road about a hog farm. The sign is a joke.
- Mr. Mailloux of Twin Springs, requested a variance to purchase approximately 27.05 feet X 513.52 feet from Mr. Nordin of Twin Springs. The variance was approved.
- Stephen and Belinda Hyde of Ridgewood presented their plans and submitted an Application Approval for Building Plans.
Security Report
- The Concealed Handgun License Class was held on Sunday, March 30th. Another free class will be scheduled in the near future.
- A Neighborhood Watch meeting is scheduled for Sunday, May 18, at 2 p.m., at the Wells Spring Church. This meeting is open to all North Lake residents. The guest speaker is John Mespero, County Sheriff. Neighborhood Watch signs will be posted in strategic locations throughout the subdivision.
- The Wells Spring Church has a meeting room available at no charge. Mike moved to change the next board meeting to May 27, at 7 p.m. at the Wells Spring Church. Delores seconded and the motion carried.
- Statistics - In the last month, the county received one call for a suspicious person, one ambulance call and calls on various traffic issues.
Water Report - No report given.
Membership/Communications Report
- Frank submitted a written report via email summarizing his meeting with Walt Stueck. They met to discuss ideas used in the past to increase membership. Walt provided an excellent review of the history of NLLOA and some significant logic for the approach used. Walt also supplied copies of past welcoming letters and several points of value used to show the benefits of joining the association.
- Terri reported that the committee met to discuss ways to increase membership. Although there was lots of discussion no decisions were made. A number of options were presented to the board. Terri moved that flyers be attached to mailboxes. One side of the flyer would address the Neighborhood Watch (NW) Meeting and the other side would encourage joining the association. The out of town landowners would receive a separate mailing with a stamped return envelope. The motion died because there was no second.
- Mike moved for a mail out promoting the membership drive and the NW meeting to all landowners. The motion died because there was no second.
- Mike moved to have a telephone drive extending an invitation to the local landowners to attend the NW meeting and to either thank them for their membership or encourage them to join. Steve seconded and the motion carried.
- Patricia volunteered to write up a 30-second script to be used. Lisa distributed a list of landowners, addresses, phone numbers, email addresses and membership status. Terri will divide up the lists between the board members. The telephone drive will begin on May 1st.
- A membership table with forms will be set up at the Neighborhood Watch meeting.
Roads / Trash Report
- Delores reported lots of potholes in Sections C and E. Thirty-one (31) items (such as junk cars) were noted and letters will be sent out.
- North Lake signs need to be painted - Mr. Isom Shoemaker agreed to paint the letters if someone would remove the letters from the signs. Don Wallace, Bill Hightower and Steve Morris volunteered to remove the letters for Mr. Shoemaker.
- Clean Up Day - Ten members participated in the Clean Up held on March 29th.
Old Business:
- The insurance policy currently held by the association costs $300 per year for general liability only. Adding the officers to the policy will cost another $300. If the NLLOA joins another association that offers directors and officers insurance, the cost could be significantly less expensive.
New Business:
- The Application Approval for Building Plans submitted by Stephen and Belinda Hyde was approved.
